In TCustomActionBar, if you set AllowHiding to false, you get an exception saying that it "Hiding is not permitted" and then the control is hidden anyway.

Description
In TCustomActionBar, if you set AllowHiding to false, you get an exception saying that it "Hiding is not permitted" and then the control is hidden anyway. This happens when the user clicks the close icon on the toolbar when it's floating.
